For the record, I don't wear my seatbelt. I have a real problem with anyone that tells me what to do unless they are signing my paycheck, and then sometimes it's questionable.
I think that this is a problem that can be corrected with private-industry means--namely, making the damn things more comfortable! For a short woman who wears a bra of any size, the things *hurt*! I don't see why people can't work on inventions and get *those* into cars. (I've actually been trying, incidentally.) But more laws, as the Libertarian axiom goes, only make more outlaws.
